Kashmiri Hindu Refugees Protest For Justice of the Genocide they Faced
The Hindu American Foundation (HAF) observed Human Rights Day today amidst a renewed call for justice for Kashmiri Pandits (a Hindu community native to Kashmir). “65 years ago, the United Nations proclaimed December 10th as Human Rights Day to highlight the promise of the Universal Declaration of Human Rights for all peoples of the world,” said Samir Kalra, Esq. HAF’s Senior Director and Human Rights Fellow. “Today, that promise remains unfulfilled for Kashmiri Pandits, who continue to be deprived of justice and their fundamental human rights, 25 years after being religiously cleansed from their ancestral homeland.”

In 1989-1990, more than 300,000 Kashmiri Pandits (the indigenous Hindu population from the Kashmir Valley) were forced out from the Kashmir Valley in India’s State of Jammu and Kashmir by Pakistani sponsored Islamic militants. Fleeing a systematic campaign of violence, including massacres, rape, threats, and intimidation by Islamic extremists, thousands of Kashmiri Hindu families sought refuge in makeshift camps in the cities of Jammu and New Delhi.
According to the Foundation’s annual human rights report, Hindus in South Asia and the Diaspora: A Survey of Human Rights 2014-2015, there has been little change to their conditions as thousands of Pandits continue to live in decrepit refugee camps, and the vast majority have been unable to safely return to the Kashmir Valley. The report similarly documents the discrimination, violence, and restrictions on religious freedom faced by Hindu minorities in countries throughout South Asia and other parts of the world.
“It is incumbent upon the central Indian government and the Jammu and Kashmir state government to comprehensively address this lingering tragedy and finally accord the Pandits with the full dignity, security, and basic civil liberties they have been denied for so many years,” said Rajiv Pandit, HAF Executive Council Member and a Kashmiri Pandit. “Officially recognizing them as Internally Displaced Persons will go a long way towards that goal and is long overdue.”
The Foundation also announced plans to launch a Kashmiri Pandit Digital Archive in early 2016 to keep attention focused on this historic ethno-religious cleansing and the community’s current plight. Kalra noted that the oral history project will document the experiences of Kashmiri Pandit survivors and their family members through the collection of stories, interviews, pictures, and videos.

“Some are born great, some achieve greatness, and some have greatness thrust upon them.” I believe Hyrbyair Marri Baloch is among the one to whom greatness has been thrust upon.
Self-made men often have to overcome great obstacles to achieve their national objectives. He spent most of his early adolescence with his wretched people in Afghanistan where he experienced their pain and sufferings. During his school vocations instead of going elsewhere he preferred mostly to visit the Baloch refugees in Helmand (Afghanistan) where he witnessed the sufferings of his victimized Baloch people, victims of Pakistani cruelty. His two elder brothers disliked his closeness with the Baloch refugees in Afghanistan but their behaviour didn’t hamper his ambition to visit his poor people and be with them in most difficult times.
Baloch nation, its sufferings and deprivations are the core subject for him to ponder on. Pakistani army and agencies tried a lot to distract his keenness towards Baloch nation. Pakistan’s anti Hyrbyair propagandas and their attempts to use carrot and stick could neither bribe nor hamper his love and dedication towards Balochistan and Baloch people. Today he is recognised as architect of current freedom movement in Balochistan.
Born on 4 august 1968 in Quetta Balochistan, at Nawab Khair Bakhsh Marri’s house, he studied at Quetta Grammar School. He continued his studies in Kabul (Afghanistan) when he moved there along with his family in 1980s. He went to Russia for further studies where he studied journalism. During this time he made frequent visits to Baloch refugee camp in Helmand Afghanistan and his ties grew with his own people. This was a new chapter of life for him. He used to listen to the stories of Baloch Veterans of 70s war and the difficulties they had faced.
He returned from Afghanistan in 1992 and started working for Baloch freedom struggle. He along with his ideological and likeminded friends organised study circles to educate Baloch youth about their right to independence. He took part in Balochistan Assembly elections in 1997 and won the votes with overwhelming majority. He then became the minister of C&W ‘Communication and Work’. He was the youngest and first Baloch Member of Parliament and minister who declined to pledge loyalty to Pakistan. Instead of the words ‘I shall remain loyal to Pakistan’ he vowed “I shall remain loyal to my Nation”. Mr. Marri was also the first Baloch minister to protest against conducting nuclear tests in Balochistan in May, 1998.
In 1999 he went to Europe for vacations, he was still abroad when Musharraf’s government implicated him, his father Nawab Khair Bakhsh Marri and brothers in murder case of Justice Nawaz Marri who was killed by unknown persons, presumably by Pakistani intelligence agencies, on 7, January, 2000. Hyrbyair Marri stayed in London and effectively promoted the Baloch national freedom movement in accordance with the requirements of contemporary world.
In December, 2007, Mr Marri along with Faiz Baluch was arrested in London, United Kingdom on behest of Pakistani government and on request of General Parves Musharraf. Prior to his arrest there were reports in British media that Pakistan and Britain wanted to agree on a swap deal under which Pakistan would hand over Rahid Rauf (a man wanted for a murder case in UK and accused of planning to blow up of transatlantic airlines) to UK and in return Britain would extradite Baloch leaders including Hyrbyair Marri. However, in reality Pakistan wanted to silence Mr Marri because he was exposing the atrocities of Pakistani state and its army against the people of Balochistan. Pakistan was afraid because this young man has internationalised the Baloch freedom movement and because of his tireless efforts the world organisations and international community was becoming aware of Pakistani state barbarism in Balochistan.
He was imprisoned for more than four months and then released on bail under strict conditions including he had to wear a tag at all times, he was not allowed to make phone calls to Balochistan, he was not allowed to speak to media and he was not allowed to attend any meetings about Balochistan. This ordeal continued for almost one year before he was put on trial which continued for around two months where he eloquently explained the problem of Balochistan and successfully persuaded an ordinary British jury about Pakistani state’s crimes against humanity against Baloch people. The jury of British men and women saw through his cause and acquitted him of three charges whereas the CPS later withdrew the remaining charges against him as there was no evidence. Hence he was set free as a dignified Baloch leader and human rights activist. After one year of ordeal Sine his acquittal he has continuously been advocating for the Baloch freedom movement.
Hyrbyair Marri is a great statesman, diplomat and politician. At public events he delivers his speeches with wisdom and maturity. He weighs his words well before he speaks them out. Moreover, he disclaimed himself as prince or Sardar. Despite belonging to the Sardar’s family, he says he is an activist of Baloch freedom movement and he is not better than any ordinary Baloch who struggles for Baloch national freedom. His humbleness, honesty and straightforwardness are his strength. He has not ever been afraid of enemy’s strength and power, wanting to win he always rightly estimate occupier strength and he knows his nations resolve and will power for an independent state. His eyes and mind are always fixed on the ground to his struggling nation and defenders of his motherland.
One of his revolutionary steps is the formulation of “BALOCHISTAN LIBERATION CHARTER” a political road map for free Balochistan. Hyrbyair Marri and his friends believe that Baloch nation needs a written pledge from their leaders which they say is the Balochistan Liberation Charter. They presented the Charter for feedbacks and improvement to leader of BRP Mr Brahumdagh Bugti, Dr Allah Nazar Baluch, Khan Suleman Dawood Baloch, BSO-Azad, BNM, BNM (Shaheed Ghulam Mohammad), BNP leader Akhtar Mengal, Baloch Salvation Front, Baloch Raaji Zrombesh, Balochistan Peoples Party and other organisations inside and outside Balochistan.
His true comrades are those who struggle for Balochistan’s independence; he called his own brother Jangaiz Marri as one of those who have sided with the enemies of Baloch and are working against Baloch national interest. He gives ideological relations priority over blood relations and his truism lays in the fact that he loves those who sacrificed their lives for Free Balochistan and those who sincerely struggle for Baloch national liberation. He has successfully drawn the attention of international community towards atrocity of Pakistan in Balochistan. Due to his extraordinary advocacy of Baloch cause, Pakistan considers him a headache that is why on several occasion Pakistan tried to mislead the international community in their endeavour to get Marri deported so that they could imprison torture and kill him like thousands of other Baloch leaders and activists.
Two other well-known names in Balochistan freedom struggle are of Dr Allah Nazar Baloch and Brahumdagh Bugti who have had close proximity with Hyrbyair Marri. On several occasions Hyrbyair Marri and his friends have supported them and worked closely with them in term of experience and stragies, diplomacy and brought consciousness in them regarding changing world order and its growing favour towards Balochistan freedom. The recent example of which is the formulation of “BALOCHISTAN LIBERATION CHARTER” and presenting it to all stake holders for their suggestions and feedbacks to improve it further and make it a national document which could unite all stake holders before the world with a clear political road map in their possession.
Sine 1990s Hyrbyair and his comrades have been actively galvanising the Baloch nation from Kohlu to Mashky for freedom of Balochistan. Among Nawab Marri’s sons he is true follower of Khair Baksh Marri and he was a supporter of Balochistan’s independence long before the others even knew there was a movement for Balochistan’s freedom. If Nawab Khair Bakhsh Marri was the architecture of Baloch freedom movement, then Hybyair is the engineer who built this strong foundation and the building designed by Nawab Marri.
However, as the ill-luck would have it, few of his comrades deviated from the broader cause of free Balochistan and internal political rifts emerged among pro-freedom stake holders. After his arrested in London and subsequent imprisonment some of his comrades mismanaged liberation struggle but still he favours negotiation on those misconducts. He wants to address the internal political rifts so that all stake holders can unite and work for the freedom of Balochistan instead of wasting time and energy on blaming each other. He is man of principles who believes that accountability is very first step for an organised and combined movement.
On several occasions he offered world nations to open their Embassies in Balochistan and allow the Baloch people to open embassies of Balochistan around the world. Indeed he is a grand strategist he knows well how to lead the dimensions of a movement he always speaks of geographical importance of Balochistan. Moreover, he rejects the current geographical distribution of Balochistan and considers it obsolete. His personality is unique he selects people on the basis of ideology, his political ideal is his father (late Khair Baksh Marri) and he has been influenced by his brother Hunza Marri as a young boy, he also had great working coordination with his brother late Balach Marri. His hope and ultimate sources of inspiration are Baloch nation.
Today Baloch nation has its eyes on him that how he resolve the prevailing issues in Balochistan and its independence movement. He is abiding by the responsibility on his shoulders and it’s important to bring all Baloch stakeholders on one platform. He should convince Brahumdagh Bugti, Allah Nazar, and rest of the Baloch pro-freedom parties and individuals to come forward and support the “BALOCHISTAN LIBERATION CHARTER” so that it can be presented to the international community unanimously which help Baloch national freedom movement gains more will support internationally. It is the national duty of all these pro-freedom Baloch stakeholders to bury their personal egos and grudges and adopt the charter as a national document. That is because Baloch nation is a nation of Martyrs; thousands of Baloch have sacrificed their lives for independence of Balochistan. The mothers, sisters, bothers and other family members of Baloch martyrs of liberation struggle are asking for the freedom of nation for which their sons and daughters poured their blood.
Making a human chain and holding hands in the air as a show of unity is one thing but for a great vision and having a comprehensive document like the Balochistan Liberation Charter in your hands is quite another thing. Empty handed with no clear vision the unity will remain an empty slogan and rootless cause which will soon fade away with the passage of time and becomes a disappointment for the Baloch nation.

Dr. Zakir Naik: A Modern Charlatan by Aftab Zaidi

Dr. Zakir Naik: A Modern Charlatan by Aftab Zaidi Britain for far too long has been a breeding ground for would-be terrorists due to its lax laws. Therefore the tough stance taken last year by British home secretary Ms. Thersea May to ban the entry of self proclaimed Muslim preacher Dr. Zakir Naik into United Kingdom comes as a breath of fresh air. The British authorities were quick to refuse admission to Mr. Geert Wilders, a respected member of the Dutch parliament, on account of stoking inter-community tensions. However this is the first time that Dr. Naik, a hate monger and a radical terrorist supporter, has been denied a British visa. Although Dr. Naik makes it clear that he does not advocate specific acts of terrorism, his inflammatory speeches makes it abundantly clear where his sympathies lie. He seems to have a personal grudge against the west in general and a specific revulsion towards United States. This is what he had to say when questioned about Bin Laden: “But if you ask my view, if given the truth, if he is fighting the enemies of Islam, I am for him. I don’t know what he is doing. I am not in touch with him. I don’t know him personally. If he is terrorizing the terrorists, if he is terrorizing America the terrorist …. I am with him. Every Muslim should be a terrorist.” This particular statement is an instigator for Muslim youth to commit different acts of terrorism. The American terror suspect Mr. Najibullah Zazi, arrested in 2009 for planning suicide attacks on the New York subways, was reportedly inspired by the provocative and hate filled speeches of Dr. Naik on YouTube. Zakir Naik has been swift in passing judgments on the morality of Western women. His exact words were: “Western society has actually degraded [women] to the status of concubines, mistresses and social butterflies, who are mere tools in the hands of pleasure seekers and sex marketers.” On the contrary he fails to take into account the fact that slavery was never abolished by Islam. In fact it permits polygamy, and the practice of keeping concubines was prevalent even during the reign of Muhammad. Koran sanctions the use of concubines in the following verse: And if you fear that you cannot act equitably towards orphans, then marry such women as seem good to you, two and three and four; but if you fear that you will not do justice (between them), then (marry) only one or what your right hands possess; this is more proper, that you may not deviate from the right course. (Koran 004:003) The right hand possessions in the above verse have been interpreted by various Islamic scholars to be concubines. Muhammad himself had a number ofzakir_naikconcubines, apart from several wives. Among them was Maria the Coptic who was a Christian slave gifted to Muhammad by an Egyptian ruler. Maria’s name has not been found to be listed anywhere as the wife of Prophet in the earliest sources of Islamic history such as the notes of Ibn Hashim on Ibn Ishaq’s sira. Muslim theologians however try their level best to prove that the Prophet actually married Maria, in order to scale down the criticism of his disgraceful deeds. Obviously Dr. Naik conveniently overlooks this aspect of Islamic history. Even today Muslims spring up immediately to defend this despicable example of misogyny. To be fair it was actually the American Civil war that led to the near-eradication of slavery on a global scale. Dr. Zakir Naik has also been quoted as saying that Western women make themselves more susceptible to rape by wearing revealing clothes. Such a sweeping statement explicitly clarifies his stance. The underlying message is that women should be controlled and put behind several layers of veils. They are inferior beings and their purpose in life should be to act on the whims of their husbands and to raise kids. Dr. Naik expediently puts the entire onus on the shoulders of women. Men in his contrived view can carry on with their lustful activities. This also runs contrary to the Universal Declaration of Human Rights of 1948 article 1, which states. All human beings are born free and equal in dignity and rights. They are endowed with reason and conscience and should act toward one another in the spirit of brotherhood. The assertion by Dr. Naik is also inconsistent with the facts. Developing countries have a higher rate of rape incidents. This is because of poverty, lawlessness and anarchy. In many Islamic countries rape victims refuse to report the crime because of the shame associated with it. There were actually laws in Pakistan known as the Hudood laws based on Islamic injunctions which advocated the incarceration of the rape sufferer in case she fails to provide the law enforcers with four witnesses. Several women were put behind bars under the pretext of these laws. These have now been amended. However the main gist remains intact. Ironically it was the Islamist parties who were its biggest proponents and tried their level best to delay legislation for their revocation. Another heart wrenching story is of Dr. Shazia Khalid. She was posted as a medical doctor at a hospital in a small town of Sui in Pakistan. She was an employee of Pakistan Petroleum Limited, a state owned oil exploration company. She was allegedly raped by an officer of the Pakistan army who was actually a part of a military contingent guarding the state owned facility. Later she was prohibited from reporting the case. When the news finally went out, the authorities hounded her immensely thus forcing her to flee from the country. She was eventually granted political asylum in the United Kingdom. Not a word in her support was uttered by any cleric or Islamic scholar. This is what one gets for being a modest and chaste woman. Her dignity was after all restored in an “infidel” Western country. Dr. Zakir Naik has also claimed to have found scientific miracles in the Koran. All the holy scriptures were written between 2000 years before Christ and 200 years after Muhammad. Modern science includes the period from Galileo, Newton up to Einstein and the current century. The two are at odds. None of the scriptures teach science. His half truths and myths have been debunked by Ali Sina who is a leading critic of Islam. Naik is a showman who is able to impress his audience by memorizing and quoting directly from various scriptures. He has also been accused of inflaming communal feelings with this strident debating style. He is also a proponent of the death penalty for apostates. He should be completely barred from the Western capitals until he changes his uncivilized behavior.

The Baloch should have allies across the world – John McDonnell

John McDonnell John (born 8 September 1951) is a British Labour Party politician who has been the Member of Parliament (MP) for Hayes and Harlington since 1997 has lived in Hayes & Harlington for over 40 years. Married with three children, John has always served the community in his role as the MP, local GLC councillor, and founder and member of numerous local community organisations working to improve the quality of life for everyone living in Hayes & Harlington. Since being elected MP for Hayes & Harlington in 1997 he has gained a reputation for his hard work on behalf of local people, pioneering the role of a community MP, and for his honesty and integrity. He concentrates on working tirelessly within our community, supporting local residents to tackle the issues that are of concern to us all.
John is among those British politicians who stands for political and moral principles and has opposed the decisions of his own party leadership on many occasions. He is also among the rare members of parliament who openly praised the armed resistance of Irish Republican Army (IRA). In 2003 Mr McDonnel sparked controversy after he called to honour the bravery of IRA fighters in these words: “It’s about time we started honouring those people involved in the armed struggle. It was the bombs and bullets and sacrifice made by the likes of Bobby Sands that brought Britain to the negotiating table. The peace we have now is due to the action of the IRA.”

Q – In West, many people don’t know about Balochistan, how did you first hear about Balochistan and its political situation?
A – I first heard about the situation because I was approached by constituents who were concerned and wanted to draw to my attention the oppression that was taking place, the role that Pakistan was playing and the need for this to be be exposed in the British Parliament because there was so little coverage in the British Media or any debate in this country.
Q – In 2007, you were the only person in the British Parliament who raised the voice against your own government when they proscribed the Baloch Liberation Army as a terrorist organisation. Why did you raise your voice against it and what was the interest of the UK in banning a secular resistance organisation?
A – I expressed my concerns because I felt that the British government was acting at the behest of the Pakistani government against a group that was simply fighting, campaigning and struggling for the basic human rights and the right to self-determination. So I thought it was unjust and for that reason I felt it was important that at least there should be some voice in the Parliament raised against this measure. And the reason that people respect British democracy is because we do not, usually, go about banning organisations that are simply campaigning for basic civil liberties. And again the interest of the UK government was to appease the Pakistani government and the British government consistently now banned organisations and described them as terrorists on basis of simply trying to suppress organisations that are campaigning within countries for human rights – in countries that they consider allies and in my view I think this is extremely short sighted in our relationship with Pakistan.
Q – Mr Hyrbyair Marri was arrested and detained on behest of Pakistan during labour government. What was reason that labour government had colluded with Pakistani state to prosecute a popular Baloch leader?
A – The UK government has always been anxious not be associated in anyway with supporting or harbouring what other countries will describe as terrorists so it is easy for a government like Pakistan to come along, to basically tell lies, about individuals or organisations, convince the UK government that they are in some associated with terrorism or that their struggle is one that involves violence and criminality and on that basis they are able to convince the UK government, basically, to take action against that individual. There has been too many occasions whereby the UK government has rushed to judgements on the basis of false information provided by a foreign state and as a result there has been a consistent number of miscarriage of justice whereby people have been detained or persecuted on the basis of false information provided by a supposed ally goverment.
Q – British Government did condemn the human rights violation in Syria, Iraq and other countries but why they are still silence and ignoring human rights violations committed by Pakistan against Baloch nation?
A – The UK government has been consistently selective in who they will condemn for human rights violations and they are selective on the basis of the allies that it wants to make across the world. The British government sees Pakistan a key ally in that particular region and on that basis won’t take any action or make any statement that will undermine their relationship with Pakistan. I think it is extremely short sighted and all it does is it gives succour and comfort and encouragement to Pakistan perpetrating human rights abuses against Baloch nation and Baloch people. On that basis I think British government has made a fundamental error of judgement.
Q – Pakistan is set to receive £1.17bn in support from the UK between 2011 and 2015, making it one of the largest recipients of bilateral aid. Do you support this policy that theocratic states, those are corrupt and involved in human rights violation should be supported by tax payers’ money?
A – There are real concerns about any UK aid going to regimes that abuse human rights, Pakistan is one of those regimes, and consistently now the MPs have been raising concerns about the supply of aid to the Pakistani government and the Pakistani regime and we are particularly concern about how that aid is being used and distributed. There is issues around corruption and there is also the issue around why any funding should be going to a regime that is abusing human rights and also wasting its own resources on heavily investments in its own military which in those military are then used against human rights of the Baloch people, so there are real concerns now about the human rights abuses and the link to aid that’s been provided by the UK government in Pakistan. It is one of those issues that has been consistently raised. There is also the issue whether there should be any aid going from state to state if aid is going that should actually go to individual organisations and civil society rather than to a particular state.
Q – Enforced disappearance is one of the tools, which Pakistan is using at its best to oppress the [Baloch] struggle. According to Voice for Baloch Missing Persons, 14000 people were disappeared by state forces and more than 1300 have been killed. In the past, western democracies took this particular case very seriously, for example in the case of Argentina. But we cannot see the same response by the Europe and United States, in the case of Balochistan. What do you think, what are the international and national factors of this ignorance?
A – Because of the instability in both Pakistan and also obviously the war in Afghanistan the UK government has worked on the basis that it wants Pakistan as an ally in its war against the Taliban and on that basis it has not sought to any way upset or alienate Pakistan government and its turned a blind to human rights abuses by the Pakistani government and Pakistan military in particular that is why we hear so little both in Parliament from government minister and also in the British media about the number of  disappearances of the Baloch missing persons and also the numbers that have been killed. It is the job of MPs like me now in the coming period to make sure that we are raising the profile of that issue and that’s what I’ll be doing when parliament resumes in September by trying to raise more questions and enter into a debates about this particular issue but there has sadly been a cover up by both Pakistani and the UK government colluding in denying this information to the general public in this country. I think people in Britain would be extremely concerned – in fact I think they will be very very angry that here we have the UK government associating itself with the Pakistani government that is allowing this perpetrator of human rights abuses in such scale and if we can bring to the attention of the British public I think there will be a reaction and there will be pressure put upon the UK government to change its relationship with Pakistan and exert more pressure.  The investigation of the individual cases is important as well, particularly the disappearances and the killings. What we need now is an independent exercise undertaken possibly using the UN or other international organisations to verify the scale of the disappearances and the killings and to sort out the information with regards to the perpetrators as well. In many ways what we want now is to bring before the international court the perpetrator of these appalling abuses of human rights.
Q – In Afghanistan, Pakistan and Iran women have been oppressed and their social and political rights are not accepted yet. On the other hand in the same region, Balochistan is place where women are playing a unique and vital role in the Baloch democratic struggle. What do you think how it will affect and influence the region and an Independent Balochistan?
A – The struggle for an independent Balochistan has been demonstrated to be fundamentally about equality between both sexes as well as equality between peoples. The struggle itself and the role that women are playing has demonstrated that actually this a struggle for independence that is biased upon equality overall and the role that women have played has exemplified the important role that women play in society overall and it has been a good example of how the use of women’s power has shaped the movement itself, particularly in showing that in any future development of an independent Balochistan that there is fundamental equality, social and political rights.  Again we have to pay tribute to the women in the struggle that have undertaken and contribution that they have made.
Q – What is your message to the pro-independence activists and Baloch nation?
A – The most important thing now is recognise that their struggle is just. That they have allies across the world. Their stories of the oppression that they have experienced have not yet been told properly within Western European countries but I think an issue that day is coming and that I will do all can to ensure that we expose the suffering that has been taking place and oppression that has been undertaken by the Pakistani government. And the ability now that the Baloch nation has to come forward and determine its own future – in other words self-determination.

Pakistan War Crimes in Balochistan: Hyrbyair Marri

Mr Hyrbyair Marri a known Baloch separatist leader who has been granted political asylum in UK and lives in London since 2006 in exile. As Pakistan is demanding his extradition from UK for fuelling insurgency in the province of Baluchistan. In an exclusive interview with Viewsaround Editor Mr Manish Rai says Baloch struggle is not getting any foreign support and it’s a movement of masses.
Will you accept greater autonomy for Balochistan like – allocation of more fund, share in the natural resources, and more participation in the government if offered by the government of Pakistan?
For us there is no substitution to freedom. After all Balochistan is our homeland and the resources of Balochistan belong to the Baloch nation. We have to realise one simple fact that Balochistan is an occupied country and it is unreasonable to suggest that we should plea for a bit of our own resources and freedom from the occupiers of our homeland. It is Pakistan who need to withdraw all their forces from our nation. Why should we ask for more resources or fund when we own this land and the Baloch are the owner of every inch of Balochistan? The Pakistan army and other forces in Balochistan are the invaders and colonisers of the Baloch land. They are the ones who are committing heinous crimes against humanity; arresting, disappearing, torturing and killing Baloch men, women and children. They are the ones who are exploiting and plundering our resources. Baloch people just want to live in their homeland with dignity. This simple demand means the end of colonial rule in Balochistan. That is why Pakistani army and security forces are destroying Baloch villages by indiscriminate bombing of peoples’ houses and their shops and farms are being set on fire. Baloch nation is going through all these atrocities for nothing less than full independence of Balochistan.
Where do you see the Baloch struggle going in future?
The Baloch struggle, as I see it, is progressing and getting closer to their ultimate goal. That is a united independent Balochistan. In every struggle and liberation movement there are ups and downs. Therefore, the Baloch liberation struggle is not an exception, there are unforeseen hurdles but a committed and a free spirited nation like Baloch nation will overcome all these difficulties and will eventually regain their independence. Unlike, colonial theocratic and artificial states of Pakistan and Iran, Baloch nation has a whole future ahead of it. While, there is no future for these corrupt and criminal artificial states. As these colonial geopolitical structures get more autocratic and violent the Baloch liberation struggle gets deeper and more intensified. So I would reiterate that the Baloch struggle is moving forward steadily and Baloch are advancing toward their goal.
Why there is no coordinated efforts for Baloch struggle many organisations are working for the same cause but with no coordination?
There was good coordination between pro-freedom Baloch forces until 2009. We had succeeded in bringing most of Baloch progressive political organisations and parties under one coordinated working pattern. But after this time some parties and organisations opted to work and make decisions without consulting to their likeminded organisations. They could not see the broad picture of the Baloch liberation struggle. A few gave priority to their petty interests and some even have violated the international laws and human rights conventions. Having said that we continued our efforts to unite the Baloch nation for a common purpose which is the freedom of Balochistan. We have been working on this issue for many years. Despite some minor setbacks we have succeeded to reorganise many political parties and individuals that are genuinely working for a free and democratic Balochistan which is at the final stages to form a coordinated struggle again.
If Balochistan gets its independence then what kind of state it will be an Islamic Republic or secular democracy?
Baloch culture and outlook are secular and inclusive. For the Baloch people the overriding priority is humanity. We see human beings as humans not as believer of any faith and ideology. For us every individual is entitled to their beliefs and point of views. We believe religion is a private matter and it should not be mixed with politics. The Punjabi and Persian colonisers use Islam in their politics just to justify their brutal colonial systems in the name of Islam. The Baloch state will be a democratic state. We rely on power of reason and free thinking to resolve our problems. Although Baloch are predominantly Sunni Muslims but there are several other religious minorities in Balochistan and we also have a large population of Zigri Baloch. Their rights should be respected and protected.  In a free Balochistan they will have full freedom to practice their faith and religion that is why I believe in a secular democratic Balochistan.
We have drafted the Balochistan Liberation Charter and presented it to all the stake holders for further improvement and feed backs. Most of the comments that we have received have come from ordinary Baloch from all over Balochistan. One thing that Baloch masses have proved over and over again and that is also true in case of Baloch Liberation Charter is that, common Baloch are more forward looking and committed to cause of freedom than many of those who come from privileged tribal backgrounds and claim to be leaders. This is our hope that it is the Baloch masses that will get freedom from occupying states.
Article 8 and 9 of Balochistan Liberation Charter read as follows:
Article: 8- Equality between men and women is one of the core principles of the Balochistan democratic movement. In the free and democratic Balochistan men and women will be treated equally and entitled to all rights, protections and freedoms under the law. This equality would be in all sphere of society, in civil, economic, educational, social, cultural and political rights.
Article: 9- The Baloch national struggle for a free and democratic Balochistan is inclusive. It is for all people from all walks of life in Balochistan and outside Balochistan. These include all freedom loving men, women and children regardless of their political persuasion, ethnic background or ideological and religious belief.
Some organisations like – BLA or BRA are using violent means like – targeting migrant workers, attacking government establishments. Do you support this kind of activities?
I do not support violence and targeting of civilians whether it’s done by Pakistan army or any Baloch groups. However, we have to look at the root cause of violence in Balochistan. When one occupies and colonises a nation by violent means, kills and abducts thousands of people and displaces millions of Baloch, then some people would inevitably react violently to defend themselves. When the victims try to plea for help, they are ignored and occupying state manipulates the news and blames the victims for violence. The state run media also sides with occupying forces and reports what they are told by their military. The cause of violence in Balochistan are the occupying armies. The illegal occupation of Balochistan itself was an act of violence and violation of international laws.
The Baloch fighters have generally followed the principles of international laws and limited their struggle within Balochistan whereas the Pakistan army came all the way from Punjab and Khyber-Pakhtunkhwa to attack the houses of Baloch people and capture and kill innocent Baloch. So the Baloch are defending the sanctity of their houses, their families and their country against foreign occupation. Every human being has the right of life and self-preservation. Pakistanis think it is justified for the French to fight against the Nazi invaders but it is not right for the Baloch to defend themselves from Islamo-fascist Punjabi and Persian armies. We do not believe that. For us every person and nation should have equal rights.
Do Baloch people are getting any kind of foreign support in their struggle?
I am not sure what support are you referring to. To my knowledge Baloch are neither getting diplomatic nor military or financial support from anyone.  However, the world is slowly becoming aware of the Baloch struggle and the Pakistani and Iranian state atrocities against Baloch people. There are people around the world who sympathise with Baloch people and express their support for our struggle. We expect more from organisation like the UN and other popular international bodies because these organisations are still not doing enough to stop Baloch genocide by Pakistan and Iran.
What is the level of support and influence Baloch nationalist organisations enjoy among the masses? As it been regularly stated by Pakistan state that only few tribes and their chieftains are running this campaign and ordinary Baloch are not part of it?
Majority of Baloch support the liberation movement which mean the Baloch struggle is supported by Baloch masses. Despite state atrocities, disappearances of thousands of people, the kill and dump policy, Baloch nation continues to support the freedom struggle.
The Baloch nation also completely boycotted the Pakistani elections in 2013, more than 94% of Baloch population did not take part in elections. This makes it clear what level of support for freedom struggle is among Baloch masses.
The claims of Pakistan about few tribes or chieftain have become obsolete and the struggle has spread in every corner of Balochistan. No Sardar or Nawab is leading the current Baloch struggle, it is the educated Baloch youth who are at the forefront. Most of the Sardars are pro-establishment and are with Pakistan but they do not enjoy the support of Baloch nation.
None of the enforced-disappeared Baloch or those who were killed by Pakistan were sardars or Nawabs they are all ordinary Baloch and the reason of them being killed is that they support the Baloch freedom struggle through peaceful means.
The occupying states claims are baseless and they have always been baseless. These states are killing children for expressing their desire for a free Balochistan. Despite the subjugation and exploitation of Baloch nation Pakistan claims that Baloch are happy living under Pakistani occupation. If they say that Baloch people prefer Pakistani colonial system to freedom then why have they deployed hundreds of thousands of army and security personnel in Balochistan? Why the free and independent international media and observers are not allowed to visit Balochistan. Why human rights organisations are not allowed because the occupying state crimes against humanity is in progress in Balochistan.
You ever plan to go to Balochistan ending your exile?
It is the desire of all informed and responsible Baloch to live in their homeland. I consider myself one among them and we all want to be in a free and sovereign Balochistan to serve our country and people as best as we can.

Every year on 5th February Pakistan officially marks Kashmir Day where army, political parties and militant Jihadi groups organize rallies, seminars and conferences and openly vow to strengthen the Jihad in Kashmir.  The same Jihadi bandits of Pakistani state have declared Jihad against Balochistan liberation movement. Pakistan army have established more than a dozen death squads in different districts of Balochistan. These state sponsored death squads are playing the exact role of Al Shams and Al Badar organizations which were used to counter pro-liberation parties of Bangladesh freedom movement.
The Recent attack on Bacha Khan University on 20 Jan 2016 where predominantly Pashtun nationalist students are enrolled has been seen as an obvious conspiracy of state to the attack the Pashtun nationalist Universityand kill their cadres who would become the future leader of Pashtun nation. It is also obvious that Pakistani army and its religious proxies fear from education and well-educated Baloch and Pashtun youth. Pakistan army is angry on the Pashtun uprising in Pashtun belt where people are demanding for the independent Pashtunistan. Before the Pashtun nation take up arms and go to the mountains for resistance, apparently army have initiated ruthless tactic to kill the cream of Pashtuns to silence the voice of Pashtunistan liberation movement.
Recently Pakistan is facing enormous pressure from the US and India after Pathankot attack. India had hand over two dossiers to Pakistan which contains the proof of Pakistani funded militant Jihadi groups. According to India, the mastermind behind the attack is Moulana Masoud Azhar who, the right hand of ISI and Pakistan army. He was trained and sent to Afghanistan for Jihad against the USSR troops in 1980. After defeating the Soviet Union troops, he was given another task to launch offensives against the Indian army in Kashmir.
According to available sources he was given full impunity to live in Lahore, Islamabad, cash and a huge amount of ammunition were also provided to his organization by the ISI and Pakistan army for ‘the liberation’ of Kashmir.
The demand of Liberation of Kashmir is a longstanding conspiracy theory of Pakistan army and its politicians, and Jihadist assets of Pakistan. So it unlikely that Pakistan will take action against its ownassets like Jesh-e-Mohammad, Lashkar-e-Tayyiba, and other extremist groups operating in Pakistan with full protocol.
When there was a combine government of Taliban + Pakistan in Afghanistan after the USSR’s erosion, Masoud Azhar’s followers had high jack a plane from India in 2000. The plane was landed in Taliban’s heaven, Kandahar province of Afghanistan without any fear because Pakistan was the unofficial ruler of Afghanistan at this era of Taliban. After landing at Kandahar airport, Masoud Azhar’s fighters were given special protocol and prestigious respect and were warmly welcomed by the Taliban regime. India eventually give in to the pressure of those Pakistani sponsored terrorists and agreed to exchange the perpetrator Masoud Azhar in order to release all unarmed Indian passengers. This gave a new life to Mr. Masoud Azhar to coordinate and launch more attacks against India.
Pakistan army still visits to Kabul and uses the Taliban, Haqani Network’s card to blackmail Mr. Ashraf Ghani’s government to keep them away from India’s friend list. Balkh Police chief, Sayed Kamal Sadat categorically said in his official statement that attackers of Indian consulate are from Pakistani military. These attacks are enough evidences of Pakistan’s involvement in terrorism in Afghanistan. Intellectuals believe ISI is aggressively pursuing its terror policies ever before but unfortunately on the other hand India and Afghanistan governments in spite of such obvious involvement of ISI behind the attacks, are hoping for good from Pakistan.
Difa-e-Pakistan Council chaired by Moulana Sami-u-Haq, created, financed and backed by the ISI, is actively recruiting fighters to encounter Indian interests in the region. Difa-e-Pakistan Council is considered the political platform of ISI and Pakistan army to provide the ground support to Pakistan army to bargain with the world. The DPC initiated its first assignment by blocking the NATO supply to Afghanistan, which passes through the territory of Balochistan (Karachi to Chaman Border) Khyber Pakhtunkhwa KPK (Torkham border). The organization totally comprises of top Jihadi groups whose prime objective is to lodge terror attacks inside Afghanistan, infiltrate in to India and radicalize the youth in Balochistan. No political party in Pakistan is united on even identical issues, they always have been seen quarreling on TV debates and stage rallies against each other but the army has very tactfully brought around 40 Jihadist groups under one umbrella to blackmail the NATO, USA, India and Afghanistan. Difa-e-Pakistan Council reads the exact script of Pakistan army and its main tower is in GHQ where it retrieves signals from. Its fighters are actively involved in Afghan and Kashmir Jihad. These Jihadi stare termed as heroes by Pakistani generals and hard core extremist groups.
By reading the Biography, profile and background of the members of Difa-e-Pakistan Council one can find the jaw dropping fact that these religious parties also have their own separate Jihadi militias groups supported by Pakistan army and ISI. They are working on identical agendas on separate platforms. The surface political front is apparently aimed to provide Pakistan army political support but their hidden agenda is to recruit jihadist and send them to Afghanistan, Balochistan and Kashmir for the Pakistani army’s version of Jihad. These religious parties are the camouflage proxies of Pakistan army and ISI. Most of these are now associated with the global terrorist organizations like Al Qaeda, ISIS or Daaesh, Alshabab and Boko Haram.
Baloch pro-freedom leader Hyrbyair Marri in a recent statement termed the Taliban, ISIS and Jihadi militants the plain-clothed personnel of Pakistani army. Mr. Marri is absolutely right in is observation about nexus between Pakistani army the religious extremist groups. As he is one of the most experienced leaders and pioneering leaders of the current Baloch struggle for freedom.
In the list below you will figure out the two Hindu community parties and one party is from Christian minority. The purpose to including their name in Difa-e-Pakistan Council is to send a message to the people that minorities in Pakistan are safe and sound in Pakistan but the ground reality are in total contradiction of DPC’s claim. Hundreds of Hindu families have been forced to leave the country. Thousands of families are seeking asylum in India. Many Pakistani Christians and Hindus have either been killed or still languishing in Pakistani jails for alleged blasphemy. The Difa-e-Pakistan Council have done nothing to raise voice against arrest and murder of Hindus and Christian by Pakistani religious terrorist organisations.
Media reports suggests that in the month of November 2013, an angry mob set fire to over 100 homes in the Joseph Colony Christian settlement, near Badami Bagh (Lahore). Residents were forced to flee and at least 35 people were injured. The attack resulted from an accusation of blasphemy registered against one of the residents, Sawan Masih who reportedly had an argument with a Muslim two days before the attack.
The anger of the Islamic community did not subside and the following morning a large group of people ransacked Joseph Colon and set several houses on fire.
Salamat Masih, one of the resident of Badami Bagh, Lahore told media reporters that “when we started to hear a noise, and suddenly a sea of people fell upon the colony. They threw acid and stoned our houses, then set them on fire. The authorities intervened only when everything was destroyed”. The local Iman issued an edict that Sawan Masih shall be killed whenever he is found.
It is worth mentioning that Hindu community is facing same sort of humiliation and harassment by the religious parties who are the members of Difa-e-Pakistan Council.

Pakistan: The bully in the region

If you want to know about the role of Pakistan in the region especially in Afghanistan, before any conclusion, you definitely have to consult the track record of Pakistan and need to study the biography of it based on 68 year of history (1947-2015).
The retired Pakistani generals who frequently appear on TV talk shows have been misleading the public opinion by trying to glorify the negative role of Pakistan and term it as a constructive contribution.There is no doubt that army generals are the real master of Pakistan from day one. Army is the judge, the judiciary and the executioner of the people since a segment of India was cut off from it in the name of religion and named it Pakistan. The civil governments have been and are a show case to protect the military dictatorship in Pakistan. Whether it is the relationship with US, India Afghanistan, The Arab Gulf states, Central Asian countries, the west or dealing with insurgency in occupied Balochistan, army is the key player in this regard. Army is also considered the most powerful entity in the country which overthrown most of political regimes of Pakistan on several times in its short history. It has been controlling the media, judiciary, civil society and politics without any hindrance.

We have been listening from Pakistani establishment and its army to offer a constructive and reconciliation role regarding Afghanistan’s problem but when we study 68 years of its history, we only can see the bloodshed and destruction made by the Pakistan in Afghanistan and its neighboring country Balochistan for decades.
If you have any doubt on Pakistan’s wrong doing in the region you must consult with its neighboring countries like Afghanistan, India, Balochistan and Bangladesh who can describe Pakistan’s role in their countries because they have been the victims of Pakistani terrorism for six decades. Bangladesh had lost 3 million of its citizens at the hands of Pakistan army in 1971 during its war of liberation, India had fought four major wars with Pakistan, Balochistan is still struggling to regain its independence and the current Baloch war of liberation is the fifth attempt to break free from the yoke of Pakistani slavery.
Balochistan was occupied by Pakistan at gun in 27 March 1948 and later forcibly annexed to Pakistan. Since then the Baloch nation has been struggling to regain their independence from 1948-2015. Afghanistan has been also facing Pakistani atrocities for many decades now. The 1.277 billion people of India, 156.6 million Bengalis, 30.60 million Afghans andmore than 14 million Baloch are major victims of Pakistani state terrorism in contemporary world. Fed of Pakistan atrocities and decades of sufferings at the hand of Pakistani forces, these nations are now rising against injustice, human rights violations and for their right to be free and sovereign.
One important question that come to mind ,is Pakistan really sincere taking action against its own strategic assets (the religious extremists) which it has been catering for 68 years?
Many countries of world including Russia, USA, NATO, Gulf countries, West, Afghanistan and India have been hoping that Pakistan will take action against the terrorist outfits that have been nurtured and trained on its soil but contrary to the wishful thinking of these powers, Pakistan continues to provide support and succor to its religious proxies and use them to blackmailed the world powers.
The world has let the people of South Asia, especially the victims of Pakistani state terrorism, down when they turned a blind eye to Pakistan’s war crimes against Bangladesh in 1971, in Balochistan since 1948-2015 and in Afghanistan for many decades. If one still thinks that Pakistan is neutral in Afghanistan’s issue, they don’t need to go far but seek help from YouTube and social media where they can find the video interviews and speeches of Pakistani army’s retired generals praising the Jihadi groups and Taliban fighters to continue war in Afghanistan and Kashmir.
Pakistan has been officially supporting the cause of Kashmir but India and Afghanistan the neighboring countries of Balochistan have so far shown no official support to Balochistan independence movement.

The Essence and Necessity of Balochistan Liberation Charter

A nation is either free and sovereign or conquered and subjugated. It cannot be free and subjugated at the same time. Draconian punishments, savage repression and barbaric human rights abuse are the distinctive hallmarks of all colonial political structures. But all subjugators are not the same and they do not apply the same degree of cruelty against the nations under their domination. The degree of viciousness does not, however, alter the essential nature of illegal occupation. It does not act as a substitute for the legitimate, democratic rights of the colonised nations. The freedom and restoration of democratic rights of a conquered people cannot be determined by the conquerors nor by their mighty political, military and economic power. The freedom and sovereignty of subjugated nations will only be determined by the informed and free will of the people of the subjugated nations. Accepting any other precept short of this pivotal conviction will be tantamount to foregoing one’s most basic democratic rights. It would tantamount to the approval of a colonial system.
Pakistan and Iran are arbitrary territories that were cooked up by the Punjabi and Persian establishment to justify their domination over the nations that they have illegally occupied. Proponents of these countries tend to gloss over this undeniable fact and present their political construction as a self-evident truth. Irrespective of the glistening terms they may use to describe these structures, they would never be able to overcome the colonial nature of these states. The cumulative effects of a system that is built on colonialism will inevitably constitute conquest, pillage, persistent poverty, highly polarized civil conflicts and patronage politics. Over the course of the time of their domination the entrenched colonial interest groups will trigger new tension and incite a persistent, escalating cycle of violence. The occupying forces aim to break down the spirit of freedom and social solidarity of the people of the subjugated nations and make them subordinate in every respect to the colonial power.
There is only one way to escape from this costly and counter-productive situation. The only solution is the path of democracy. The most important foundation of a democratic government is freedom. That is the ability of the people of a nation to rule themselves by a representative, elected government. A colonial political system in all its forms and shapes is absolutely and categorically incompatible with freedom and democracy. This system always and everywhere will protect the privileges of the colonial class. Thus, no plea for clemency from the colonial authorities will restore one’s inherent democratic rights. Those who do not see their rights beyond the boundary of the colonial agenda will lead their people into a political dead end. Creating and maintaining an effective, free and sovereign political government that is rule bound, stable, democratic, peaceful, prosperous, inclusive, and accountable is simply not achievable under colonial domination. Escaping from colonialism acted as precursor for all modern democratic nations. Waves of decolonization and a massive upsurge in the popularity of liberation movements after the Second World War is the result of this trend.
None of the political structures that are imposed by occupying states can ever be democratic and serves the interests of the Baloch nation. Subordination to the decisions made on behalf of the territorial integrity of Pakistan and Iran only means uninterrupted tyranny and bloodshed. In whatever forms they re-emerge the outcome for the Baloch people would be the same. Repression and subordination will inevitably result from the continued occupation of Pakistan and Iran. Without giving serious thought to this elementary fact the full rights of Baloch people will not be restored. In this sad truth lies the essence of the Balochistan liberation charter. The Baloch nation demands no less or more rights than any other free nation. Equal rights for equal nations are what they ask for .No outsider has the sole legitimate authority to deprive the Baloch nation from this inalienable right. Only and only the Baloch people in their homeland, Balochistan, are entitled to the right to decide and determine their affairs and future.
It is a self-contained reality that Balochistan has been conquered in the most violent way. The essence of the Balochistan liberation charter is to illuminate this very simple truth. The division of Balochistan in three parts was not an act of reciprocal altruism. Neither was it the work of the Baloch themselves. It was an act of British Imperial policy to serve her imperial ambitions and interests. The British Empire was the largest and most powerful empire in modern human history. This momentous political construction was built on one underlying, central principle. This was the principle of colonialism. Nowadays there are not many who cast doubt on the tenability of this judgment. No matter how large and powerful or small and dysfunctional an imperial power may be the building block of all these political entities are essentially the same. Colonialism as a political concept lies at the heart of all Empires. The invasion of Balochistan by Persian and Punjabi armies was exactly the same act in nature as the previous British invasion. All these foreign powers invaded Balochistan by force and sustained their presence through continual reliance on force. The people of Balochistan have shown their opposition to these colonial powers from the very moment of the invasion of their homeland. Their struggle for regaining their independence began then and it has never ceased. The essence of the Balochistan liberation charter is an expression of this simple obvious truth. It is about the realization of inconceivable sufferings that they have endured during the period of occupation. Their demand to be free is inextricably linked with breaking free from present colonial powers.
The essence of the Baloch liberation charter is about recognising the agonizing fact that if the people of Balochistan do not regain their freedom and independence, they will meet an even graver prospect than that of the Native Americans and Australian Aborigines. Nobody came to save these peoples and no one will come to rescue the Baloch. Only people who live in Balochistan can bring self-determination. So the centrepiece of the Balochistan liberation charter is self-reliance. Living under colonial control is degrading and socially incapacitating. Expecting salvation from the colonial establishments is ill-founded. Submission, be it out fear or ignorance, in this respect contain the seeds of self-destruction. The ruling colonisers would only conspire against Baloch people and prosper at expense of their misery. Once Baloch believe in their own abilities and rights then they can and will get rid of the colonial bandits from their homeland. It is then that they can establish a modern, democratic and workable political system according to their own values, codes, culture, state of development and environment.
A liberation charter is an essential requirement of any subjugated nation. Without a lucid and progressive roadmap that can act as guardian of public interest – the liberation movements will probably fail. One note of caution that we need to remind ourselves here is that having a charter by itself, although is a necessary requirement, is not in itself sufficient for a successful liberation movement. Without a charter the liberation movement would clearly be in a much weaker position. At the heart of our movement must be the respect and commitment to democratic principles. No tiny group should control and lead our liberation movement. Our movement is one that embraces all of the Baloch nation and strives to win independence and freedom.
The call for a liberation charter became an indispensible necessity the very day that Balochistan was illegally occupied by the British imperial army in 1839. If Baloch people had the knowledge, the resources and capability of formulating a workable democratic political contract at the time then their liberation struggle would not have taken so long. A liberation charter cannot achieve its objectives unless it ascends from grassroots general public. In order to be effective and applicable it must be conceived, germinated, nurtured and grow within Baloch liberation movement. Embedded in a document of such nature should be a deep sense of realization of pain, anguish, humility, hunger, demand, desire, freedom and well-being of the Baloch people. Hence, as it stems out of the self-governing aspiration of the public then the Balochistan liberation charter in its essence is grounded in the very fabric of the experience of Baloch people under illegal occupation, their demands and their democratic rights.
An applicable charter adjudicates between conflicting claims and deeply held convictions. Hence, it belongs to every person who lives in Balochistan. It decodes the general rights and responsibilities of every one of us towards our people and homeland. In this way the charter would clearly draw a clear demarcation line between the present imposed political system and the political system that the Baloch wish to adopt after their independence. But the restoration of a free Balochistan is not a derivation of a progression of random chance. The determining prerequisite for such a mission to succeed is a clear and candid democratic vision. Freedom will prove untenable without this vision if not articulated in a form of a charter prior to the event of liberation. There is a necessary connection between termination of the colonial tyranny that values the rights of a few and a free Balochistan that respects the equal rights of every citizen under the law. This aim is not achievable without a thoughtful and workable enlightened roadmap.
It is among the cardinal rights of the Baloch nation to demand a clear liberation manifesto from their conscious political leadership. It should be a plan that would explicitly explain the objectives of the liberation in a transparent and accessible manner. That means making political leadership accountable for their plans, objectives and actions before and after the liberation. Wishful thinking without a national plan before and after the illegal occupation will not automatically bring national independence, democracy, justice and prosperity. It is the yearning of every person to break free from the yoke of subjugation but unless such desires, dreams and wishes are articulated in clear and workable manner they will never materialize.
Baloch people have always resisted colonial repression. But their resistance has neither been consistent nor with clear objectives. Both these shortcomings have immensely undermined the effectiveness of our freedom struggle and our eventual victory even though most political leadership and our masses have been genuine and upright about their intention. Many of them have tried their best with the given resources, conditions, and environment. Nonetheless, they have lacked a clear national liberation vision. If they did, the state of affairs would not be the same in Balochistan now. Without a well-defined charter that specifies our political ideals, our demands and actions the freedom movement then would sooner or later be channelled into a personality cult or a strict ideological doctrine. The rights and emancipation of a nation would be substituted with celebrity worships. There is an irreparable danger in forsaking the salvation of a nation in one person. The ground upon which a mass freedom movement flourish and bear fruits requires masses of voluntary grass-roots participation in the movement and the process of decision making. The long-term democratic rights of Baloch nation cannot be granted solely by any evangelistic individual or political party. For the movement to succeed it requires a well-defined social, legal, political, and economic contract.
Our national liberation movement has currently reached its most critical historical junction. Baloch masses are ready to liberate themselves while the colonial powers are inhaling their last toxic breath. Our movement has benefitted from a wealth of knowledge and experience from other liberation movements. At our disposal are unprecedented advances in information technology, communication and global media. For the first time in human history there are more democratic states and nations in the world than the dictatorial and totalitarian regimes. The political tide is at its highest level against the autocratic states and is also accelerating with astonishing speed.
People will rise up for their legal rights repeatedly until they acquire their rights. When time is ready they express their long-lasting desire for being free and the charter is the very contract to protect the fruit of people’s struggle for freedom. The charter will stand between any party, individual or external force and the Baloch nation and will protect the interest and well-being of the latter against the potential manipulation from the former. To dismiss the charter as somewhat irrelevant intellectual pastime is indefensible.
Beneath the concealed modern colonial veil lies the commercial and militaristic era of European conquest that began in the fifteenth century with the misadventure of Christopher Columbus. Colonial geopolitical constructions of Iran and Pakistan are among the last bastion of this era. The height of this era was the British Empire. The Second World War terminated this era. Waves after waves of decolonisation have dominated the post-war period. The last ripples of which are the ones that we are experiencing now in Balochistan and in some other stateless nations. Iran and Pakistan were forged by this deep-rooted prejudicial mindset. Their formation was conducted by brute force. Extreme violence and exploitation against the subjugated nations have fuelled and endured their survival up to the present day. Their continued existence depends on widespread imprisonment, torture, murder, military aggression and religious fundamentalism.
It must be pointed out, however, that all destructive and lethal means of control at their disposal have lost their effectiveness. Human rights abuse is no longer as easy to conceal as it used to be. Empty ideological rhetoric and religious bigotry are not drawing as much attention as they used to. The spread of information technology and the wide support for democratic and human rights are dragging these artificial states step by step toward their extinction. There are only two options left for these counterfeit states. The first one is the continuation of the same bloodshed, deception and exploitation. In all probability, these artificial states will follow the same policy to their very dying day. This policy will merely intensify the resentment and rage of the people of subjugated nations towards the state and establishment of the dominant nations.
The second option at their disposal is the one when they try to pretend that they comply and respect universal democratic and human rights to counterbalance the demand of international community. In practice this would mean recognising the political, economic, legal, social and cultural rights of the subjugated nations. As matter of fact these artificial states have always exploited these venues and have found that they are incapable to adhere and comply with such demands. The difficulty behind this paradox can be attributable to the naivety of the argument and mistaken belief that these political systems are compatible to true democracy.
The outcome of dabbing into this realm has always resulted in greater blunder than solving the problem. Any entertainment of the thought of implementation of human and democratic rights within this geopolitical construction is either out of wishful thinking or out of conniving manipulation. These geopolitical constructions are completely alien to the very ethos of democratic rights and values. From the very date of creation of these countries the expectations of many are rebutted by the facts over and over again. This view is entirely mistaken. There is no moral, legal, logical, cultural, political, economic, historic and linguistic foundation for the boundary that they have forged by force. In virtue of the colonial tag that they wear the DNA of these geopolitical structures are undemocratic. Expecting democracy, human rights, justice and rationalism from these political structures can only be due to severe disposition of gullibility at best or cunning strategy at its worst.
Now and increasingly in the future these states will find it harder and harder to hide their real intention under such pretentious cards. In case they genuinely and of course naively start to respect the democratic rights of the nation under their occupation there would be no incentive and motivation for the subjugated nation to remain under their subjugation even if the new form of subjugation is slightly a milder and more in tune with the global trend. There would be no economic, political, legal, cultural, moral, linguistic and strategically mutually beneficial justification whatsoever for the subjugated nations to remain a secondary junior partner when they can be much better off without it. Under this scenario the most basic question for the vast majority of Baloch remain unanswered, on what ground the Baloch should still remain dominated and control by Persian and Punjabi establish? Why not all divided parts of the Baloch nation get reunited and work together in pursuit of freedom and well-being of their own nation. Being presented with this democratic peaceful option no informed, responsible Baloch democrat would opt for subjugation and second citizenship. They would surely select the road to freedom, dignity and economic prosperity instead.
The most potent constituent of Balochistan liberation charter is the unquestionable right of Baloch nation to be free and determine its own future. The day will arrive when these colonial geopolitical structures will be rejected by all decent and fair-minded people who have been imprisoned by these fake boundaries. We know that these states are merely contingent political structures. They were formed under certain historical conditions. They are neither necessary nor eternal.
Realizing this prospect will put a certain responsibility on the shoulders of all informed, conscientious and responsible sections of Baloch society. The transitory present state of affairs cannot be open to doubt. Here it must suffice to say that waiting unprepared for the day of liberation to arrive is bound to be damaging even if it is done in good faith. A capricious event that leads to the breaking up of present boundaries, which is a real possibility, and good faith do not resolve the chronic problems of Balochistan after its liberation. Waiting for a miracle is not a viable option. It is important to be clear on this point. Objection can be taken to this conclusion on the ground that no nation has become liberated, democratic and prosperous merely by inaction. It has never happened in the history for a nation to wait for a change to take place and then things went according to their desires and wishes. All cases left to wishful thinking have turned to catastrophic nightmares. Both Pakistan and Iran are clear examples of this common delusion. When the date of liberation comes and the nation is not prepared and has no democratic roadmap any political party or religious group or paramilitary organisation that happen to be dominant at that point in time may dictate the term and conditions over the nation. The indispensability of an open and workable charter for a free and democratic Balochistan is incalculable.
Taking shelter under the omnibus fate at this crucial time in history of Balochistan will not serve the Baloch people. Indeed, we would not act responsibly if we wait for the events to unravel and dictate their terms to us. The adherents of this route will knowingly or unknowingly lead the Baloch nation to another dark valley of intolerance, death and destruction. If we are true to freedom and well-being of our people and regard these as our paramount obligations then we must present them with a political manifesto with well-defined objectives as soon as we can. These requirements do not find their correct positions simultaneously and automatically. The charter is specifically designed to not leaving the future of the Baloch nation to chance. Being caught by crises unexpectedly is liable to prompt actions. Crises as and when they occur without any strategic plan will be harder to manage than when there are in place well thought out plans for such contingencies. A pre-prepared charter removes this detrimental drawback. It defines the fundamental rights and responsibilities of all stake holders in Balochistan before the event of liberation.
Our charter does not belong to any individual or a specific group. In order to meet the needs of our time we need a charter. The charter marks the end of a period in our history under colonialism. Balochistan and the Baloch nation are not transitory entities as we are told by our occupiers. Baloch political leaders, intellectuals, various ideologies and religions have come and gone. In the future they will also come and go but Balochistan and the Baloch nation will still be there.
For an imaginative and noble charter to acquire the seal of approval by this or that stake holder should be a secondary matter. Charter stands above and beyond the interests of this individual or that group, although it contains the legal and political rights of everyone. When people of Balochistan will find out that their true interests, well-being and salvation accords to the essence of the charter they will discover its necessity. The charter itself then acts as a determining stimulant for further democratic debates and the search for better future. It may not be an instant success, as it is often the case with such profound change of direction. In time they will see the indispensability of the charter to our future freedom and well-being. They will know that we have no better option than a humane, democratic and practical contract as is expressed in this charter.
The charter is not a novel idea in Balochistan. Our people have always had certain social, moral and legal values and codes of conduct which have been passed orally from one generation to another generation. These codes and values are known as our “Rah-o Rah-band.” These are legal, moral, social and cultural codes and values. They represent defined rules and responsibilities for each member of society to follow. In a natural course of development, these codes and values, most probably could have developed into a Baloch constitution. The illegal occupation has derailed this process and in order to take our destination to its natural route creation of charter becomes a vital necessity for our survival.
Transition of a devastated and broken society such as Balochistan into a developed and viable democratic society is possible. This aim is achievable only and only when people of Balochistan know their interests and well-being are well-defined and are clearly documented in a transparent and reasonable manner before the event of liberation. This aim, however, cannot be achieved without a clear and workable charter that is democratic and is in line with contemporary human rights and progressive ideas and norms. That is why a manifesto of a political party is not a substitute for a national charter. A political party even in a multiparty democratic political system will always pursue the interest of certain section of its society. It cannot by definition represent the interests of all. If it claims that it does that would be only applicable in a totalitarian political system. In these states the only political party allowed will impose its doctrines by means of military force only to serves the interest of a small section of society. The Balochistan liberation charter is necessity since it protects the rights of every individual in Balochistan before and after liberation.
A clear and democratic charter is a necessity since it is the only source of true and effective unity. We do not need to go too far to understand the necessity of a democratic charter. The idea of Pakistan assembled the most backward, opportunistic and undemocratic sections of Indian Muslims under one stage. M.A. Jinnah and his religious party, Muslim league took advantage of this spurious and muddled situation and forged the artificial state of Pakistan. This frenzied unity on a senseless entity has led to one of the worst human calamity ever in the region. Baloch had no part in this religious fever but were caught in its flame. Ever since, they have suffered to a degree that is unprecedented in their entire history. Barbaric course of actions of this politico-religious experiment are not over yet. More of the same senseless religious zeal, death and destruction are still on the way out of this flawed unity.
Another example of a baseless unity was the curse of Khomeini that engulfed Iran in 1978-79. Again as in the case of creation of Pakistan, it had nothing to do with the Baloch nation. The vast majority of Shia within Iran came to support Khomeini. He was merely a fundamentalist shia priest with strong out-dated religious views. Yet, more people were united around him than during any other mass movement in Iranian history. Millions of people congregated around his empty slogan of “Wahdat Kalama”, literally means ‘unity in letter’. Within days of ascending to power Khomeini imposed his fundamentalist Shia Islam. Consequently there was a meteoric rise in imprisonment, torture, hanging, cutting limbs, and rape of political prisoners. Under Khomeini the people of Baluchistan suffered terrible and systematic human rights abuse. Therefore, an illusory unity is not a firm base for a true democratic unity. In the absence of a democratic charter with clear-cut democratic objectives and mandates we would not be able to achieve a true unity.
A real and meaningful unity among many competing forces in a nation will not be formed amidst of confusion but under the orbit of sound reasoning and deep realization of public duty. Any sweeping generalization will prove in vain. The decisive steps in construction of a democratic charter are principles, values, objectives and the demands that any rational and a fair-minded person find to be reasonable and achievable. It is then that the charter will serve its purpose and the national interests.
Incidentally, it is to be noted that no document of this nature will acclaim universal approval immediately after its publication. This is not unique to Balochistan Liberation Charter. All freedom and liberation charters would deal with multi-hostile forces. The dominant colonial political establishments do their best to reject and discredit it outright. The states machineries are employed to spread lies and rumours against it and what it stands for. Many of these attacks will certainly be coated in pseudo-intellectual colour and religious denunciations. Against this background some Baloch would be influenced by these propagandas. There are going to be those who have not yet realized the necessity of such document, those who find this document a potential threat to their present and future interests and those who work for the occupying states and their military agencies. These individuals and social groups are bound to demean the charter.
There is only one option left to Baloch sovereignty. That is to break free from current perilous and disastrous confinement. The necessity of the Charter is not just imperative as the vehicle of liberation struggle but also will be of great importance after escaping from the present captivity. To pass from the ruins of years of colonial occupation to an open, tolerant, democratic, humane and prosperous nation is not an ad hoc process. In the absence of a common democratic direction we might descend into a new disorder. It is the recognition of this necessity that distinguishes the farsighted from short-sighted Baloch political leaders. On this matter we need to find a definite way forward.
The charter is a succinct summary of our inherent rights, the process and direction of our emancipation. It prevents us from sliding into the mercy of circumstances once again. The charter acknowledges and fosters our capability in establishing a free and thriving Balochistan. When the general public discovers that the charter is our only viable sanctuary and grasps its true necessity and meaning they will form the sinew of the entire fabric of this epoch-making transition. In this realization lies the true source of real unity. The charter will open a vista for the general masses to be informed about their democratic rights and responsibilities. Instead of being side-lined as passive spectators, it brings the masses to the centre stage of the struggle. Our true victory is only possible when the Baloch masses act as the engine and guarantor of our liberation movement.
A necessary and sufficient condition for an organic liberation movement is when the masses are conscious of their democratic rights and are free to articulate and protect these rights. It is at this stage of our liberation struggle that the impossible becomes possible. The publication of the charter is only the first stage of a conscious move towards our freedom. The charter is neither for the present nor for the future Baloch political leaders. It is for the entire Baloch nation and Baloch homeland. The outstanding fact is that after these initial reactions as Baloch people will have direct access to charter they will read it in a cool and calm manner and then they will see it in a different light. They will become more receptive. As Baloch masses discover that their rights are secured in the charter steadily an underlying current will be formed. The snow-ball momentum will continue and will reach a size that no colonial regime will be able to defeat. In the first instance the more genuine and informed Baloch political parties; intellectuals, personalities will take the initiative and come to the assistance of the charter. For the charter to develop smoothly their contributions is of paramount importance. In the next stage the charter will become the centre of gravity for the Baloch campaign against colonialism. At this stage it will be instrumental in accelerating the end of illegal occupation of our homeland. Not long after we will witness a united and viable resistance force that will carry our liberation movement to its final victory.
The chief prerequisite for the charter to remain effective, however, is to create an environment conducive for open debate and discussion. Inviting constructive criticism is a necessary part of moving the charter forward. Looking at the charter with a critical eye will remove its ambiguities. It is the public duty of each of us to step out of the ambit of individual interest and think of our collective national interests. The two may or may not always be compatible. We can with complete conviction say that there is no one else except the Baloch themselves who can get their rights and restore their well-beings. None of developed modern democratic nations are a product of outsiders. Peoples of these nations have worked tirelessly and brought their nations where they are. We must likewise rely on ourselves to succeed.
It is the recognition of this necessity, stepping outside the circumference of private vested interest and acting in the public interest, which comprises a significant segment of the cornerstone of our humanity. This postulate is compatible with the edict that we are all equal in our shared humanity. That is to say we are equally capable of breaking the chain of colonial subjugation and exploitation. We are equally entitled and able to create a free democratic and prosperous homeland where we can live with dignity and in peace. Realising these necessities will put our public duties at the top of our priorities. At this critical point in our history our national responsibilities should override our private interests. Our people and political leaders have proved time and time again that at the most crucial time in our history they stand united for our rights. At this time we have to move a step forward. A genuine and long-lasting unity is the need of our time and it is only possible if we unite on a democratic national contract. Our victory is ultimately pending on such a unity. To this end we are confident that our people and responsible political leaders will come sooner or later to the same realization. Subsequently, by common consent they will adopt the charter and move forward to achieve its objectives.
